Same customer/email, multiple shipping addresses

We have a client that has more than 20 locations.  They have one billing department with a dedicated email.  I cannot figure out a way to add different shipping addresses to the same customer/email.  I would like add all of these seperate locations and same email to the customers section so we dont have to modify shipping address every single time we get an order as we get dozens of orders from them daily.  

Any ideas?

In the customer admin top right corner of admin click the little pencil icon ✏️  ‌‌)

If the store is on shopify Plus enterprise plan use company locations for this info.

If the store is not on a shopify Plus plan ,:

To edit a customer's default address:

1. Go to Customers in your Shopify admin.
2. Click the customer's name.
3. Under Customer overview, click Manage > Manage addresses. (top right corner of admin the little pencil icon ✏️ )
4. Edit the address and click Save.
