Shipping Not Available Hawaii

Need help!
The customer is having a hard time placing an order to his address(Hawaii), but I see that it's included in the 50 states. Here's the error: "Shipping not available (Your order cannot be shipped to the selected address. Review your address to ensure it's correct and try again, or select a different address)"
What could be the options to fix this?
