shipping VAT is not being calculated on final price in checkout.

Greetings. I come here maybe with a hard or weird scenario:

I have the "shipping taxes included" activated in taxes configuration, but still the final price is not adding the shipping taxes, i have found out its calculated correctly  only  when i disable "show taxes on product price", but i need my store showing the final price with taxes, heres a picture trying to explain, i hope is not hard to grasp.

im having a hard time with this, maybe the price difference can look irrelevant, but with cheap products the cost benefit difference make the sale at loss. Thank you in advance.
