Shopify APi For Customers created_at_min not working

I am calling the shjopify api for customers and passing field created_at_min with some value.  I tried to change the format of ate as per the documentation but still the value is getting bypassed and it  retuurns all records.

Can anyone help me with the issue on how to pass  created_at_min in a proper way in C#
