This is regarding the Cookie Banner (CMP) that comes with Shopify, and can be configured in the Shopify Admin.
I've checked this with both Tag Manager, and using this Google Chrome Extension:

Problem: The Consent Mode when visiting a site using the built in Shopify Consent Mode Cookie Banner is initially "Unknown" but the default should be "Denied" according to Best Practices:

You can see this in this example (before the Cookie Banner has been interacted with):
... but the Default State should be "denied"
After pressing "Accept" it is correct:
