show discount code to customer outside of the cart or checkout steps checkout

By default, Shopify's discount benefit is only shown on the cart or checkout page.

But We would like to inform our customers what discounts are available at any time.

like below.(account page)

For example, the customer can check the entire discount code and the discount code given only to the customer.

But we can't access discount object with base liquid.

The development document says that access is possible through line item, order, and cart.

But we want to print out all the discounts that we set. without any order or cart.

How do we implement this?
