Technical SEO Help Please

I had my website translated internationally until I realized I had accumulated a disheartening amount of bad foreign backlinks.  I have already submitted a disavow to Google but I fear the damage is done.  My DA has dropped to 14, and I was well over 20.  I'm assuming the DA drop was from this international backlink problem - there are no existing penalties, etc.

Can someone give me some advice on what to do?

Is it ever a good idea to start over with a new URL and move my store to that new URL?

Could I obtain a second URL and copy my site over there, hoping for a better outcome?

PLEASE someone, tell me what I can do.

Starting from nothing is rarely better than improving what's already been gained; but in the real world superfunds exist for toxic unusable land.

This is massively vague stuff without burning the time on deeper analysis.

Gget some audits and consults(multiple opinions) before drastic actions.

Seek out specialist help directly that wont just tell you what you want to hear on the partner directory ; maybe even mix in a cheap fiverr service or two but they loooove telling you what you want to hear or what sells more services.
