Theme from Scratch

Hello,

I'm trying to create theme from scratch but i'm getting below error in command prompt 
'theme' is not recognized as an internal or external command,
operable program or batch file.

I used this line
C:\Users\Desktop\theme>theme configure -s ritikaaaaaaa.myshopify.com -t 13284886765 -p shptka_04bdbb4a1a53d03b0a56765er8c767b

Please help!!!
