i tried to check if payments work for my store but when i entered my details and went to check out, this message showed up
Could be one of the following
Test mode can be removed in Settings/Payment Providers - The other two can be done in your billing section.

i have a paid plan and also i checked the test mode and it was off
Hmm, that is strange then! If you're certain that its not a Shopify Partner development store, its on a paid plan and your payment process isn't on test mode, then contacting Shopify Support is your best option.
They will be able to authenticate you and look into why your store isn't able to process orders: https://help.shopify.com/en
