Unable to activate Shopify store after taking ownership.

I've paid someone with a shopify partner account to create a store for me. After the final check and them connecting our website via their end (changing the DNS settings and everything) they transferred ownership to us. When we accepted it and tried to pay for it, we got the following error as in attached screenshot. (please note I've put in bogus card details in the screenshot attached, same error occurs on a correct card, tried with 3 different cards)
