Unable To View Changes In Browser Console

I'm trying to see if anyone else has ever experienced this. When editing CSS across the board no matter what browser or device I can't see changes in console. Sometimes it shows a change the a default theme item like a heading, but for instance I'm trying to add a pseudo class to a selector and it's not showing the CSS change. I try to add anything any type of CSS nothing changes.

This is every browser, on a Mac Air, iMac and MacBook Pro. Does anyone have any idea what could be causing this? 

And just note I've done everything from resetting to reinstalling to incognito/private. Nothing works. 

I've tried using a different IP address nothing.
