Can I update the shipping rate of an active checkout through my own custom app whenever a user adds a discount voucher to the checkout, 
Without Shopify plus

It is possible to update the shipping rate of an active checkout through the use of an app and this does not require Shopify Plus. However, this will depend on your custom app and whether it's built with the necessary APIs. That being said, do you already have your custom app built with functions for applying discounts to active carts?
