Translating content using the Shopify admin API
The Admin API allows you to create and retrieve translated content for Shopify resources. For example, translating product information and email notification templates so that a merchant can send customers email notifications in multiple languages. Learn how to translate content using our APIs. - this is from Shopify help centre.
But, also, you may use any third-party app for this request.

For that we have developed an app to help you use Arabic emails & SMS into your Shopify store.

Still, the Shopify mechanism doesn't allow us to instantly replace notifications in your store, but we have made it in a way you only need to copy and paste it.
For your second question, Shopify has now made it possible to have multilingual support for emails templates. You can keep the English notifications as they are, and paste Arabic translation where it belongs.
