Using an image for padding/margin

Hi. I'm trying to create a margin between sections of my page where it's these two white lines, rather than it being the white stripe. Any suggestions or if it's possible? Maybe I can use an image or do it some other way?  Thank you.

Unfortunately my website isn't live yet. That picture is a concept I made in photoshop. Here's a picture of my website. It's using the "Sense" theme.
