Want to modify header , reviews , etc but should not affect live site

I have live site , I want to make some changes in that like adding some form and adding some pages but how to do that without affceting live site and also live site cannot be set as password protection for some time. Can i add another store and transfer all the data from my live site to that store does that will charge in future if i make live that added store?

You can Duplicate the store and work on the code, You don't have to add another store.

but duplicating store will allow changes in theme , if i change in navigation then it will affect live too?

Yes but you can create a new nav menu and allocate it to the duplicate theme.
It will not reflect to live store and you can work on duplicate theme and can preview it.

then for all update i need to duplicate everything , like adding apps , adding products , publishing reviews ?

is there any other way like setting up staging environment?

Shopify doesn't provide duplication of all things like WordPress or other e-commerce platforms. You can create a new store for staging but it will be charged by Shopify & to migrate all the current data you have to hire a developer.

Can you briefly describe to me what exactly you want to change in the store, I think from previous answers you are a bit confused or I'm not getting what exactly you need to do with another store while you can do this in the same store with duplicating the theme & work on that.
