Why am I being charged 32€ when I haven’t ’spent’ the 3 month for 1€?

I recently created my store (1 month ago) and today I was asked to pay 32€? Everywhere said it was 3 months for 1€ and that was my understanding, could someone please clarify or/and explain please? Thank you
