Why aren't my enabled order cart notes showing up?

Hi there, 
I am looking to add a special instructions box on my checkout page. 
I have read the tutorials -
I have enabled the checkbox on the theme settings which says "Enable Cart Note"
however, on my checkout page there is no box for special notes showing.

I dont have a checkout.liquid file but I do have the following:
theme.liquid
cart-drawer.liquid

and cart.js

What should I add?
