Why can't customers complete checkout on my site despite correct addresses?

I am having some trouble with my site. When customers go on they can shop and everything is fine until they get to the check out, then an error comes up saying can't be shipped to the address and the address is right. How can I get someone to check out my site and correct or tell me what to do?

Go to:

Settings -> Shipping and delivery and make sure every thing is being correctly in setup.
