Why can't I enable API access scopes for blogs with my partner account?

I am trying to enable API access scopes administrator for blogs with my partner account but it is not possible to click the checkboxes. What permissions are missing here please?

Did you ever sort this out? I'm having the same issue. Store owner has confirmed I have the permissions required as stated in the docs:

Still can't enable this from my end on the partner account.
