Why can't I process free orders anymore?

Until about a month ago, I was able to send free orders by creating a discount equal to the value of the product(s). That's now giving an odd error. It's not the end of the world but we send free replacements sometimes and we comp influencers, too. Now when I do it, the books will be off. 

 What happened and how do I go back to making free orders?

What's the error? Given you can create a 100% off discount code it would be worth seeing your discount setup, and the resulting messaging customer side. Obviously hide the discount code itself if it's one you can't share.

The discount is generated right on the page where I'm creating the order in
the admin. It says something like Please correct the error but doesn't say
what it is. When I remove the discount and simply mark it paid, the order
goes through just fine.
