Why can't I submit my business verification tax details?

I have been trying to submit my business verification tax details for months now and it will not let me submit it only tells me its a server error but I get a email that my payment settings has been updated. Please let me know what to do so my customers can make payments!

We're unable to confirm whether your payments account has been reviewed, as we're unable to access merchant accounts via the Shopify Community.
