Why does only one product show 'Sold Out' with identical multi-location inventory?

I'm selling from multiple locations.

Location 1 : Inventory is 0

Location 2:  Inventory is 14 

Location 1 does not say sold out... 

I am tracking quantity and 'Continue selling when out of stock' is unchecked. 

I have the same situation with another product

Location 1 : Inventory is 0

Location 2:  Inventory is 14 

But it does say 'sold out'

The same inventory fro both products but the 'sold out message is only displayed on one of the products.

Can anyone assist me with this?
