Why does spending over $250 cause address errors on our site?

Hi,

We have had a site wide discount of additional 25% off all sale items, and a our standard free shipping when over $250.00 is spent (applied in the Shipping & Delivery conditions). However we are getting people advising that their address details will not be accepted by the site - its like the $250.00 free ship condition errors their address information. If they spend under the $250.00 then their address information is valid and they can purchase with the 25% or not applied. Please see screenshots as reference.

Is there currently an issue with conditional free ship codes? What is the resolve to this? We have already had a number of complaints related to this issue.
