Why is an extra shipping charge added to my free shipping product?

I have 2 products in my shipping profile. One has a flat rate shipping of $10 and the other has a free shipping rate. These are 2 products we combine and ship together. When a customer orders both, somehow a 6.99 shipping charge is being added on the free shipping product. Can anyone help me resolve this? I am desperate!!!
