Why is my Google tag not appearing on the checkout page?

I am using google tag assistant to debug why a tag suddenly doesn't appear on the checkout page. When I inspect the checkout page source the GTM code isn't there but it is for every other page. I put the GTM code in liquid.theme, is there somewhere else I should be putting it?
