Why is SCSS and JS not functioning on mobile view?

My current website works as expected with both Pages and Themes being utilized. On web/mobile view when using the browser on my PC, there are no issues. The issue happen when I view the page on my phone. My code and CSS are not being used. It's like I'm seeing just the Pages without the integration of the Themes.
