Did you ever get a solution to this problem?  I am having the same issue with Illinois charging the extra taxes and need to get it fixed.

If you issue a gift card to a customer as a thank you without payment, when the gift card is used why is it marked not taxable?  Wouldn't it be taxable, just like a discount?
