Sadly, this still doesn't sit well with me, I see that you can combine Discount Codes now, cool and about time, but I really don't want my customers to have to enter in 2 different codes to get Free Shipping on a Free Product... So, if you would kind...
I had the same question, but then used this tool to create the 2 things that I needed to do: https://jgodson.github.io/shopify-script-creator/Not 100% sure it will work specific to what you need...

Based on your information, I got mine to work, but I didn't need to delete anything, I simply changed the order of the first Set of Options, then the second set of options finally where able to save! I had to click Done and then Save.
