Same problem here since we updated to shopify api version '2023-01'. The error occurs whether we use the Rest or the GraphQl API@Shopify any news yet on when we can expect a fix?
Topic solved! We had set the API version 2022-10 in the app settings in the partner panel. After downgrading to 2022-07, the webhooks registration works as expected. Confusing why there are multiple places to set the API version here....
