I have not found a solution for this. However, I found a workaround that works if you don't need their email address. You can change the theme settings to change the text of the "email or phone number" field to just say "phone number" so the customer...

How is this feature not available? Surely there is some customization that can be made as obviously Shopify is not making this a priority. 
I'm having the same issue. I read through the suggested solutions. But, none of them account for requiring phone number for local pickup. I can't believe this isn't possible.
