The Free Shipping over a certain bill value is not activated.

Hello,I have set up the Shipping and Delivery to allow Free Delivery over a specific Bill Value. But on testing the Checkout, the Free Shipping is not enabled, and the Shipping Rate is automatically applied. Thank You!
