i think selecting the tags is only if you want to group them. i dont think you can select which tags should show on the front end.

 Go it. Thanks for clarifying.If you break these things down it might be manageable. start with finding an app that lets customers attach an image/file to an order.everything else you need done does not necessarily have to be in shopify using an app....
you should update your post and take out your "X-Shopify-Access-Token" how are you getting your fulfillment_order_id and your id? you need to use the API to get those.
