You can do it with Dicount in Shopify. Go to Discount -> Create discount -> Buy X get Y, it has options for minimum quantity of items and minimum purchase spend. I think you will know how to set it when you see the interface.

Go to the template of the product page, click to Product information section, scroll down to Custom CSS and add this code .price {font-size: 2.25rem;} You can increase the value to make it bigger.
