It is because only Shopify Plus Merchants have all access to customize the checkout in Shopify. It is possible though, that one day everyone will have access. As soon as it is possible i will keep you posted on this thread. 

It is no problem – if you have shopify plus. We installed the solution to multiple shops by now 
