no i want to for example city is coming to default is istanbul no selected other typing cities only typing is istanbul

I want to edit the address section on the payment page screen. Since we will be shipping to a limited area with our own vehicles, we want the city-district-neighbourhood options to appear as default on the address screen. How can I edit this?
