You have the right idea, I would just go back and check the rules to ensure you have it set for a 'location code' and then make sure the filters match what you're needing. The custom rules can be finnicky sometimes.

Avalara can do that for you. We've helped folks get Shopify/Avalara connected for real-time tax calculation. Not rocket science, but as with any enterprise grade software, you'll want to tune it for your specific business needs.
Like another poster mentioned, it may be good to look at a larger tax solution like Avalara/Vertex if your business is growing and your tax needs changing.
