No - seems to have gone in past week from bulk editor.  I think on Fri I was editing and was accessible and now not.But accessible via CSV in Shopify CSV or Matrixify CSV.
This can be done in theme translations - it doesn't appear possible from locations but it is here.Go to theme > edit language - then search for "Usually Ready"

I can't find a way to do this as Shopify doesn't store lang on the customer but on the order. There's a bunch of problems with multilingual and email marketing as well as invoicing. At best we get language right for 50% of customers.
