Arigato Workflows can do this (send a follow-up Email when order items are out of stock), we'd love to use Flow for it but haven't sorted out how yet.

We use Arigato Workflow to tag orders with the missing SKUs and send Emails to the customers at the time of order. We're trying to duplicate this in Shopify Flow but haven't found a way yet.Cheers
