Hello, I have boundless theme and I want to make my announcement bar and menu bar fixed during mobile view. Can anyone help me with this?

Hi! I have installed boundless but I really want to move the header (this contains the logo, menu, cart and search bar) above the announcement bar. Help would be greatly appreciated.
