Our website is set up for customers who spend over $150 to receive Free Shipping. For some reason not everyone who is meeting the requirement is getting the free shipping. It appears to be very random. 
The free shipping is a setting. Orders over $150 are to receive free shipping.

So far we have found no solution to this problem. I thought Shopify was not supposed to allow 2 "discounts" and would automatically give the better deal. Is shipping not considered a discount?

We have a discount code for 10% off that customers can apply when ordering. Then there's a free shipping discount if they order over $150. We do NOT want people getting 2 discounts but it's happening.How do we fix this?
