Any update here @Liam ? This problem has been present for several weeks already and really making Validation API useless on one-page checkout. Any chance you could prioritise it on your end?

@emstitchery yes, migrated gift cards would be still available. Not sure what are your current requirements re POS gift cards but I reckon OOTB Shopify Gift Cards works quite well with the POS and there is no need for an additional app. 
You could easily import your existing gift card codes to Shopify using this app: Gift Card Factory 
If you have access to your previous gift card codes and balances, you can easily import it to your Shopify store using apps like this one:  Gift Card Factory 
The easiest way would be to use this app: Gift Card Factory It sends all generated gift card codes to your email so later you can distribute it among your retailers. 
This could be solved with Carrier Service API. An app would could provide an endpoint which would be used by Shopify to get correct rates. This endpoint would do simple math like quantity times fixed rate and return to Shopify.

@lukeWG You could potentially run catch a webhook anytime order is placed and automatically edit order (by adding one item of your choice). You could set that up using this app: DataJet
