Access To CustomerId Through Carts/Create or carts/update Topic Webhook

I need to customerId when Webhook sends data of the cart until the customer doesn't make checkout or order. how could I get this info?

I working with Webhook but my problem is when I receive carts/add or carts/update no customer data come in payload and I need to know that this cart belongs to this customer, That's I couldn't know but I know how I work with webhook
