Can we listen to actions or webhooks access by other apps a user has installed

We are trying to build an acknowledgement channel in such a way that if any other app the store has installed has done their actioning, we can do certain actions after that.
Eg: Privy app on Shopify sends emails or SMS after certain actions like welcome email or Abandoned checkouts, and we want to trigger acknowledgement actions on our app only after the Privy has done their part, does shopify support such kind of support or not, where one app can listen or pool other app actions in an way, even hackish solutions works for now.

There's no native way with Shopify's APIs to be notified on the events of other apps - that data would not be exposed on Shopify's side. For Privy specifically, maybe it's possible to work with their API to achieve what you're looking for?
