Custom App - Promotional Item or Gift Card based on Cart Value

If I were interested in creating an app that would allow someone to create a promotion for a specific date range and during that time if the cart value reaches X $ either give an item, or gift card, to the customer or discount a specific item would that be feasible with an app and API programming? If so, could anyone guide me in the correct direction to head down for this? Thanks!
