Failed to Create Carrier Service

I'm trying to set up a carrier service for my Shopify store but keep getting an error message saying "Failed to create carrier service." I’ve verified that I have the correct API tokens, hostname, and Shopify plan (Advanced or higher), but it still doesn't work.
