Webhook automatically triggerd multiple times less than 10 sec

 I have used on app . inside the app automatic sync used via webhook 
once order create in store automaticllay create shipment using order/create and order/update webhooks and i already used one custom varriable for checking duplicate sync ( multiple sync ) 
but that time multiple time sync in shipments so how to resolve in that area
