Dropshipping vs vendor specific shipping

My business currently offers free shipping directly to vendors, however if we are dropshipping for them, we make them pay the shipping cost.

Is there a way to conditionally whitelist a vendor's address to qualify for free shipping, while only offering paid shipping to all other addresses on that account? Is there an app/feature that would accomplish this?

You can confirm the shipping cost for each product, then offer both free shipping and paid shipping service to different countries by 2 different couriers, then add the free shipping cost to all the product cost, once clients ask for paid shipping(faster courier service) you can mark the difference between the free and paid shipping cost, it is much more easier to divide free and paid shipping via different countries.

Drop shipping should be viewed as a fallback for when fulfilling products yourself isn't practical. If you have the storage space and the budget for purchasing, fulfilling orders yourself can increase your profit margins and give you more control over your business.
