Tax based on billing adress not on delivery adress

Hi,

I have a B2B webshop in Shopify. But the taxes for other countries are based on the delivery adres. But some of my clients are dutch companies but the delivery adress is in Germany or Belgium. How can I setup that Shopify only changes the tax based on billing adress.

Please let me know if you have tips.
