Tried to set up products to go to different locations, but both products went to the one location?

So, I have tried to set up two locations and certain products going to each location in our store.  However, the products are picked up by one API and go to one location.  How can I resolve this situation?

No, I am trying to set up two fulfillment locations.  I want to send orders from both locations for a period of time until; I transfer all of the stock to just one location.  I tried a test by setting certain products being fulfilled by one location, and it didn't work.  I think that I have to set shipping profiles, but not sure; any help will be appreciated.
