2 Shipping Rates one paid and one free but both showing as free at checkout

Hi Everyone,

I have created 2 different shipping rates for one profile, one of them is free if paid online and the other one should be 40 BGN for Cash on delivery orders, however they are both showing as free on checkout.

Below is the Shipping profile settings:

Why is the paid option also showing as Free?

It appears there is a discount on the 40 BGN option. Do you setup discounts on your store that affect you shipping fee?
